In the wake of violent protests in the capital of Dili on December 4, the East Timorese government, backed by UN officials, has attempted to deflect attention from the country’s mounting social tensions by blaming politically-motivated “provocateurs”. Backed by the UN, Portugal and Australia, it has called for measures to bolster the police in preparation for further unrest.

For the first time, the 2002 study includes a report on the Arab states, covering a total of 22 countries. On the night of April 29, the military seized power on the Comoros Islands, which lie between Madagascar and mainland Africa. In response to violent demonstrations against the plans of one of the islands to secede, the military launched a take-over for the eighteenth time in 24 years of independence.
